It does so by conceptualising four rhetorics of learning and how each of them links memories of past wrongdoings to opposition to present and future wrongdoings. Entgegen bisheriger Annahmen waren die Kommunen im ";Dritten Reich"; keine hilflosen Objekte zwischen der Willkür von Parteidienststellen und einem rigiden Staatszentralismus. Bernhard Gotto weist nach, dass die Augsburger Stadtverwaltung ein eigenständiges und aktives Glied innerhalb eines regional austarierten Herrschaftssystems war. Sie nutzte ihre erheblichen Gestaltungsmöglichkeiten stets im Sinne des ";Führers";. Zudem stabilisierte sie das ";polykratische"; NS-Herrschaftssystem durch beständige Koordinationsleistungen, wie der Autor vor allem für die Kriegszeit belegt. Insgesamt wandelt sich so das Bild der Kommunalverwaltung von einem Widerpart der Partei hin zu einer tragenden Säule des NS-Regimes.
